Convention on International Trade in Endangered Species

What is CITES?

CITES is an international agreement to which States and regional economic integration organizations adhere voluntarily.

• CITES was drafted as a result of a resolution adopted in 1963 at a meeting of members of the International Union for Conservation of Nature (IUCN).
  • The IUCN is a membership Union uniquely composed of both government and civil society organisations.
  • It provides public, private and non-governmental organisations with the knowledge and tools that enable human progress, economic development and nature conservation to take place together.
• CITES entered into force in July 1975. Currently there are 184 Parties (include countries or regional economic integration organizations).

• Aim: Ensure that international trade in specimens of wild animals and plants does not threaten their survival.
• The CITES Secretariat is administered by UNEP (The United Nations Environment Programme) and is located at Geneva, Switzerland.
  • It plays a coordinating, advisory and servicing role in the working of the Convention (CITES).
• The Conference of the Parties to CITES, is the supreme decision-making body of the Convention and comprises all its Parties.
• The last CoP (17^th) was held at Johannesburg (South Africa), in 2016. India hosted CoP 3^rd in 1981.
• Although CITES is legally binding on the Parties, it does not take the place of national laws.
  • Rather, it provides a framework to be respected by each Party, which has to adopt its own domestic legislation to ensure that CITES is implemented at the national level.
• World Wildlife Day has been celebrated every year on the 3^rd of March since 2013.
  • The date chosen coincides with the day of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) which was signed in 1973.
  • The UNGA (General Assembly) resolution also designated the CITES Secretariat as the facilitator for the global observance of this special day for wildlife on the UN (United Nations) calendar.

• CITES को प्रकृति के संरक्षण के लिए अंतर्राष्ट्रीय संघ (IUCN) के सदस्यों की एक बैठक में 1963 में अपनाए गए एक संकल्प के परिणामस्वरूप तैयार किया गया था।

• CITES की पार्टियों का सम्मेलन, कन्वेंशन का सर्वोच्च निर्णय लेने वाला निकाय है और इसमें इसके सभी पक्ष शामिल हैं।
• पिछला सीओपी (17वां) 2016 में जोहान्सबर्ग (दक्षिण अफ्रीका) में आयोजित किया गया था। भारत ने 1981 में सीओपी 3 की मेजबानी की थी।
• हालांकि CITES पार्टियों के लिए कानूनी रूप से बाध्यकारी है, यह राष्ट्रीय कानूनों का स्थान नहीं लेता है।
• इसके बजाय, यह प्रत्येक पक्ष द्वारा सम्मानित किए जाने के लिए एक रूपरेखा प्रदान करता है, जिसे यह सुनिश्चित करने के लिए अपना घरेलू कानून अपनाना पड़ता है कि CITES को राष्ट्रीय स्तर पर लागू किया गया है।
• 2013 से हर साल 3 मार्च को विश्व वन्यजीव दिवस मनाया जाता है।
• चुनी गई तारीख वन्य जीवों और वनस्पतियों (CITES) की लुप्तप्राय प्रजातियों के अंतर्राष्ट्रीय व्यापार सम्मेलन के दिन के साथ मेल खाती है, जिस पर 1973 में हस्ताक्षर किए गए थे।
• यूएनजीए (महासभा) संकल्प ने सीआईटीईएस सचिवालय को संयुक्त राष्ट्र (संयुक्त राष्ट्र) कैलेंडर पर वन्य जीवन के लिए इस विशेष दिन के वैश्विक पालन के लिए सूत्रधार के रूप में भी नामित किया है।
